1try going to sba.gov, it is the small business administration website, and it has all kinds of info on running a business, and i know there are tutorials for writing business plans, so probably something or a link to something that will help you. Also, bids submitted to government agencies are probably public record...why not see if you can access some construction bids to see what type of format they use? hope it helps
