there are many variations of styles to yoour question, but here is one. i start with my base/shoe installed then install a chairrail parralell to the base. from here, i measure the distance b/w the bottom of the chair and the top of the base divide this by 2 getting a center point. cut amolding that lays flat and has a finished look on the top and bottom of it examples are a small chairrail, panel, etc. this is up to u or the customer as to look desired. i have seen baseboard rip thru a table saw and the square edge routered for a unique look before. anyway take this molding mitre 45's layed flat i.e. create a picture frame then install vertically centered b/w the base and chair. this would be easier with a picture to describe.
